Sealed Bids will be received by the City of Brighton, Michigan at the City Hall, 200 North First Street, Brighton, Michigan 48116, up to 10:00 a.m., prevailing local time, on, Tuesday, April 6, 2021, and then publicly opened and read aloud for the construction of Contract 12766-16002-RSW-1.  The bid opening will be held via Zoom.  Meeting instructions are below:

The Work consists of asphalt pavement removal, asphalt pavement milling, concrete sidewalk removal, new hot mix asphalt pavement, concrete curb, gutter, sidewalk and ramps, earth excavation, aggregate base, storm sewer, sanitary sewer, bypass pumping, water main, pavement markings and landscape trees on 7th , 6th , 5th , 4th , 3rd , 1st , State, Center, Chestnut and Walnut Streets on the north side of Main Street in the city of Brighton, Livingston County.  The Work in Phase 1 will be completed in the 2021 construction season, Phase 2 in year 2022 construction season, and Phase 3 in year 2023 construction season.  Bids shall be on a unit price basis with lump sum prices for certain items of the Work.


Bidding Documents may be obtained on and after Friday, February 19, 2021. They may be obtained electronically in PDF format from the Engineer for free by contacting Hard copies are available for purchase from the Engineer for the sum of $50 per set. Direct your requests to Ground shipping with purchase is an additional $10 per set. Priority overnight shipping with purchase is an additional $20 per set. There will be no refunds or return of Bidding Documents. Requests may also be directed, with payment, to the ENGINEER at 401 S. Washington Square Suite 100, Lansing, Michigan 48933. The purchaser must supply the email address, telephone and facsimile numbers along with street address of the individual or firm to whom addenda (if any) can be directed.


OWNER will pre-qualify Bidders to Bid for this Contract. The pre-qualification documents are located in the Bidding Documents in Section 00110. All Bidders who are interested in submitting a Bid on this Contract must complete the pre-qualification documents and submit them to OWNER no later than 10:00 a.m. on Tuesday, March 9, 2021 at the City Hall, 200 North First Street, Brighton, Michigan 48116.  OWNER will review the submittals and by Tuesday, March 16, 2021, issue a list of potential Bidders they deem qualified to Bid this Contract.




A Bid Security in the form of a certified check, bank check, or Bid Bond for a sum not less than five percent (5%) of the amount of the Bid will be required with each Bid. The right is reserved by OWNER to accept any Bid, to reject any Bid, and to waive irregularities in Bids.


OWNER will not engage in unlawful discrimination on the basis of race, color, religion, national origin, age, sex, height, weight, marital status, or unrelated disability. Bids from minority- and female-owned organizations are encouraged.


No Bids may be withdrawn after the above date and time for receiving Bids for a period of ninety (90) days.
