Pic-Gov-CityHallThe City of Brighton is governed by a part-time, seven-member City Council and an appointed City Manager. Residents and registered voters elect City Council members in biannual, odd-year elections, with the council members serving staggered two- and four-year terms. The City Council then selects one of its members to serve two years as Mayor, and one to serve a two-year term as Mayor Pro Tem.

As the City's legislative body, the City Council determines all municipal policies not set forth in the city charter or by state laws. The City Council sets policies through ordinances, resolutions and budget appropriations, and determines the local property tax millage rate. The City Manager oversees all daily City services, including police, fire, public works, building, planning and zoning, and tax collections.
